Under this scenario, The Permit Guy applies for your "Parking Permit"
without having visited the site.  Using only the information supplied by you,
The Permit Guy:

1.  Goes to the appropriate city hall and:
      -  Applies, pays for, and receives a 
         permit
      -  Purchases signs, if applicable
      -  Pays meter fee, if applicable
      -  Receives "NOTICE" leaflet, if
         applicable

2.  Goes to The Permit Guy Office and:
      -  Faxes permit to you
      -  Prepares signs, if applicable
      -  Photocopies "NOTICE" leaflets, 
         if applicable

3.  Goes to the permit address site, at 
      least 48 hours before the permit date 
      and:
      -  Posts signs, if applicable
      -  Distributes "NOTICE" leaflets 
         at the permit address, if applicable
